Requirements for compliance with transport security for individuals traveling or staying at transport infrastructure facilities or vehicles
All individuals following or located on transport infrastructure facilities or a vehicle are required to:
a) comply with the requirements of the transport security forces aimed at ensuring transport security, as well as not to take actions that impede the performance of their official duties;
b) inform the transport security forces about events or actions that pose a threat to the transport security of a transport infrastructure facility or vehicle;
c) to carry out passage (passage) to the transport security zone in accordance with the rules for conducting an inspection, additional inspection and re-inspection in order to ensure transport security, established in accordance with part 13 of Article 12.2 of the Federal Law "On Transport Security".
Individuals following or staying at a transport infrastructure facility or vehicle are prohibited from:
a) to bring (transport) weapons, explosives or other devices, objects and substances into the transport security zone, in respect of which, in accordance with the rules for conducting an inspection, additional inspection and re-inspection in order to ensure transport security, established in accordance with part 13 of Article 12.2 of the Federal Law "On Transport Security", are provided for prohibition or restriction on movement to the transport security zone or part of it;
b) to interfere with the functioning of technical means of ensuring transport security located in the transport security zone;
c) to accept material objects for their transportation on a vehicle without undergoing an inspection procedure in order to ensure transport safety;
d) commit actions that create obstacles (including the use of transport and other technical means) to the functioning of a vehicle or restrict the functioning of transport infrastructure facilities, including the dissemination of knowingly false reports about events or actions that endanger the transport security of a transport infrastructure facility or vehicle, as well as actions aimed at damage (theft) elements of a transport infrastructure facility or vehicle, which may render them unusable or a condition that threatens the life or health of personnel of a transport infrastructure entity or a transport security unit, passengers and others;
e) to transfer to third parties documents granting the right of passage (passage) to the transport security zone;
f) to carry out passage (passage) to the transport security zone outside (bypassing) the passages (passageways) established by the subject of the transport infrastructure or the carrier;
g) to take actions simulating preparations for the commission or commission of acts of unlawful interference in relation to a transport infrastructure facility or vehicle;
h) use pyrotechnic devices.

1. Explosives, explosive devices and objects filled with them, including:
gunpowder; live ammunition (including small-caliber); cartridges for gas weapons; hunting caps (pistons); pyrotechnic devices (flares and flares, signal cartridges, landing bombs, smoke bombs, demolition matches, sparklers, firecrackers railway); tnt, dynamite, tolon, ammonium; detonator caps, electric detonators, electric igniters, detonating and fire-conducting cord.
2.Compressed and liquefied gases:
gases for domestic use, including butane-propane; gas canisters filled with nerve and tear gas.
3. Flammable liquids:
acetone; gasoline; samples of flammable petroleum products; methanol; methyl acetate (methyl ether); carbon disulfide; ethers; ethylcellosol.
4. Liquids in containers with a capacity of more than 100 ml, including partially filled ones, when transported by passengers in checked baggage and items carried by passengers.
5.Flammable solids:
prone to spontaneous combustion; releasing flammable gases when interacting with water (potassium, sodium, metallic calcium and their alloys, phosphorous calcium; classified as flammable solids, including white, yellow and red phosphorus).
6. Oxidizing agents and organic peroxides:
colloidal nitrocellulose (in granules or flakes, dry or wet, containing less than 25% water or solvent); colloidal nitrocellulose (in pieces, wet, containing less than 25% alcohol); dry or wet nitrocellulose, containing less than 30% solvent or 20% water.

strong inorganic acids, including hydrochloric acid, sulfuric acid, nitric acid; strong acids, including hydrofluoric acid (hydrofluoric acid) and corrosive substances.

toxic strong and toxic substances in liquid or solid state, packed in any container; brucine; nicotine; strychnine; tetrahydrofurfuryl alcohol; antifreeze; brake fluid; ethylene glycol; mercury (except for the cases specified in paragraphs 11, 12, 13 of this annex); salts of prussic acid and cyanide preparations; cyclone, cyanplane, arsenic anhydride.
II. Dangerous substances and objects, explosives, weapons, ammunition, allowed in compliance with the required conditions for carriage on board the aircraft by passengers in checked baggage and things with passengers
11. When transported in checked baggage in cargo and baggage compartments of an aircraft with isolated passenger access to baggage during flight:
civilian, service, and combat hand-held small arms and edged weapons in accordance with Federal Law No. 150-FZ of December 13, 1996 "On Weapons" in accordance with the procedure established by the legislation of the Russian Federation; crossbows, spearfishing rifles, sabers, sabers, cleavers, scimitars, broadswords, swords, swords, bayonets, daggers, knives (hunting knives, knives with ejecting blades, with locking locks, imitators of any type of weapon); household knives (scissors) with a blade length of over 60 mm; alcoholic beverages with a content of more than 24% but not more than 70% alcohol by volume in containers with a capacity of not more than 5 liters, in containers intended for retail trade — not more than 5 liters per passenger; liquids and alcoholic beverages with an alcohol content of not more than 24%, packaged in consumer containers, which bears federal special brands of alcoholic beverages; aerosols intended for use in sports or household purposes, the exhaust valves of which are protected by caps from spontaneous release of the contents, in containers with a capacity of not more than 0.5 kg or 500 ml — not more than 2 kg or 2 liters per passenger; a medical thermometer containing mercury in a standard case – one per passenger.
12. When transported in items carried by passengers:
medical mercury thermometer, mercury barometer or thermometer packed in a durable outer packaging package containing a sealed inner liner or bag made of durable impermeable or puncture—resistant material that does not allow mercury to pass through, which prevents mercury leakage from the cargo area regardless of its position; dry ice for cooling perishable products - no more than 2.5 kg per passenger; 3% hydrogen peroxide — no more than 100 ml per passenger; liquids, gels and aerosols classified as non-hazardous, in containers with a capacity of not more than 100 ml (or an equivalent capacity in other units of volume), packed in a resealable transparent plastic bag with a volume of not more than 1 liter — one package per passenger, including (medicines, special dietary products, baby food, including breast milk, in the amount required for the duration of the flight); medicinal products containing narcotic drugs, psychotropic substances and their precursors, in the presence of documents provided for by international treaties of the Russian Federation, including acts constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation, confirming the appointment of these medicines to the passenger, indicating their name and quantity, in the amount necessary for Flight time; biological materials if the passenger has documents provided for by international treaties of the Russian Federation, including acts constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation establishing the procedure for the transportation of biological materials.; liquids purchased at duty-free shops at an air transport infrastructure facility or on board an aircraft and packaged in a sealed (sealed) plastic bag that provides identification of access to the contents of the package during the flight, which contains confirmation that this purchase was made at duty-free shops at an air transport infrastructure facility or on board aircraft on the day(s) of the trip.
13. In the absence of a ban established by the transport infrastructure entity, the operator, in the event of a decision to introduce additional measures to ensure transport safety on high-risk flights.:
corkscrews; needles for subcutaneous injections (unless a medical justification is provided); knitting needles; scissors with a blade length of less than 60 mm; folding (without a lock) travel, pocket knives with a blade length of less than 60 mm; medical thermometers containing mercury; barometers and mercury thermometers.
The grounds for crossing the borders of the transportation sector of vehicles by objects of inspection – individuals are the presence of identity documents and transportation (travel) documents, boarding passes issued in accordance with the established procedure (including in electronic form), valid at the time of the inspection, additional inspection and re-inspection; the absence of such persons persons who are prohibited or restricted from moving objects and substances.

Article 11.15.1. Violation of transport security requirements
Failure to comply with transport security requirements or failure to comply with transport security requirements, committed through negligence, if these actions (inaction) do not contain a criminal offense, shall entail the imposition of an administrative fine on citizens in the amount of three thousand to five thousand rubles.
Repeated commission of an administrative offense, provided for in Part 1 of this article shall entail the imposition of an administrative fine on citizens in the amount of five thousand to ten thousand rubles.
The action (inaction) provided for in Part 1 of this article, committed intentionally, shall entail the imposition of an administrative fine on citizens in the amount of twenty thousand to thirty thousand rubles with or without confiscation of the instrument of commission or objects of the administrative offense, or administrative arrest for a period of up to ten days.
Criminal Code of the Russian Federation of 13.06.1996 N 63-FZ
Article 263.1. Violation of transport safety requirements
Failure to comply with transport safety requirements at transport infrastructure facilities and vehicles, if this act has resulted in the inadvertent infliction of serious harm to a person's health or the infliction of major damage, shall be punishable by a fine of up to eighty thousand rubles or in the amount of the convicted person's salary or other income for a period of up to six months, or by restriction of freedom for up to one year.
The acts provided for in the first part of this article, committed by a group of persons by prior conspiracy or resulting in the death of a person through negligence, shall be punishable by forced labor for a term of up to five years with or without deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years, or by imprisonment for a term of up to seven years with or without deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.
The acts provided for in the first part of this article, committed by an organized group or resulting through negligence in the death of two or more persons, shall be punishable by imprisonment for a term of five to eight years with a fine of up to one million rubles or in the amount of the convicted person's wages or other income for a period of up to three years, or without it, with or without deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years.
Note. In this article, major damage is recognized as damage the amount of which exceeds one million rubles.
